In this paper, showing the opportunity imbalances of citizen involvement and information collection by the Internet, we propose that the following surrounding conditions to be arranged urgently, such that everyone can obtain the opportunity of the participation and information sharing to city planning through the Internet. We have to open up the way of information supply where it is able to comprehend plan contents easily in a short time and is activated the system of administration that enables the supply of detailed plan information. Municipal governments have to adjust the system to the surrounding conditions and secure the opportunity that every citizen and also administration staffs are able to connect to the Internet.
