The purpose of this study is to clarify the intentions of municipalities in regard to the delegatory provisions added to the City Planning Act in of May 2000, to indicate the possibilities and limits of the amended act. Based on surveys on delegatory provisions sent to 318 municipalities (those having specific administrative structures) across Japan, this study analyzes municipal intentions concerning: (1) the framing of a system to enforce provisions (2) enforcement of provisions in line with local needs Based on this analysis, the study examines the possibilities and limits of the Amended City Planning Act in regard to issues such as "Adaptation to the Urbanized Society" and "Promoting Decentralization," which serve as a background to the amended act.
