This study focuses on the optimization of pavement repair policy for highway networks simultaneously considering repair costs and user costs. Optimal pavement repair policy for highway networks difficult to derive has difficulties in derivation, interpretation, and application because of the combinatorial explosion of the condition state of the links. This study proposes a heuristic method based on grouping and state aggregation. Grouping of road links and adequate aggregation of condition state of the links enable us to avoid the combinatorial explosion. Therefore, we can derive a easily interpretable policies that take into account the repair cost and user cost, which may depend on the structure. Numerical examples show that the optimal policies obtained by the proposed method are superior to other methods’ policies.
