“Is this project to contribute to who and what ?” - That is a question to remember in the discussion on digital archives. According to the history of broadcasting, digitalization is shaking the space-time order that supports the public function. On the other hand, digital archives are expected to be useful for reconstructing the collectiveness of new society. In this paper, we will examine the element concept of television "region" and "visual expression" to support it. And then, we try to restore the environment where people can live through "Request for regional portrait rights", as an exercise archive theory through establishment of "travelogue tv program", case study of present Hokkaido Yubari city and Tohoku Tsunami stricken area.
