The Asahi Shimbun photo archives launched in 2010 to digitize about 20 million photos taken by the Asahi Shimbun and to promote the usage inside and outside the company. Television stations, textbook companies, publishers, etc. are the main business partners. As well as those domestic editorial usage, recently the pictures are used in corporate history publications, history chronology of prefectures and municipalities, and overseas media. This article details the evolution of the Japan Disasters Digital Archive (JDA) at the Edwin O. Reischauer Institute of Japanese Studies (JDA). Since its inception in March 2011, JDA has pursued the innovation of a collaborative and participatory disaster digital archive. In discussing this concept, we offer perspectives on the role the JDA model might play in further developing disaster archives in Japan. In addition, we report on our past and ongoing outreach activities aimed at creating and cultivating user communities in and outside of Japan, and ways our unique participatory features encourage users to discover and use existing digital records of the disasters as well as to generate new value by adding materials and interpretations to the archive. We conclude with thoughts on the challenges of disaster archiving in Japan and hopes for the Japan Society of Digital Archive.

Due to the diversification of "digital archive", there is a possibility that non-expert citizens who used to be on the user side will tackle archiving positively. In this paper, we describe the characteristics of "multi-dimensional digital archives" such as Hiroshima Archive, and also their organic production environment as a new approach to citizen participation in digital archiving. Digital Archives are expected to play an important role in supporting the knowledge-based society but there are numerous issues that need to be considered. This paper discusses educating digital archives specialists who must develop, manage or use digital archives materials. The paper reviews how universities and Japanese Certification Board for Digital Archivist have educated digital archivists and also looks at specific cases in Western countries (United States, Canada, United Kingdom and Australia). The paper shows that education at universities or in-service training undertaken by related institutions and associations are necessary to ensure the quality of digital archives specialists. It also underlines the importance of expanding career paths such as hiring and improving labor conditions for digital archivists by obtaining feedback from places where digital archives are managed and utilized.
