It is well known that flutter often occurs in a wing due to coupling between torsion and deflection. It also occurs in a hanging bridge. In some cable-suspended bridges, the flutter speed is increased by attaching (a) a tuned mass damper utilizing both a large damping force and a fluid force or (b) a tuned pendulum damper. In this study, we increased the flutter speed by attaching a spring-mass system which changes the characteristics of a wing. This spring-mass system does not utilize damping. We discussed the effect on the flutter speed for the following two cases: One is a spring-mass system which couples with only the deflection oscillation of a wing and the other is that which does only with the torsional oscillation of a wing. As a result, it was clarified that both systems have effect to increase the flutter speed if the natural frequency of the attached system is well adjusted.
