Abstract
At the beginning of the 21^<st> century, the strategic government policy documents in quest for "innovation" are omnipresent. While the strategic policy is generally defined as a conscious response to the daunting challenge issued from changing conditions of the times, the word of "innovation" becomes currently the most fad policy cliche. But the meaning of the concept of "innovation policy" has been changed over time. This paper argues that it is important at the present day to re-determine what is the nature of "the innovation policy" and what mean innovations in those policy areas. For the purpose of these inquiries, it is necessary and useful to trace an origin, development and the present state of the innovation policy. By focusing on the policy studies and discussions of related matters in OECD, this paper elucidates the co-evolution between policy needs, policy ideas and intellectual efforts in the development of the innovation policy.
