This research paper reported the level of elementary science teachers’ performance of the Hypotheses and Experiments Lessons’ Strategy (HEL) in elementary science classes in many areas in Egypt. The researcher observed the performance of a group of teachers consisted of 24 science teachers and 907 elementary students’ in science class. The evaluation of teachers’ performance and its effectiveness on encouraging elementary students’ conceptual changes in Egypt was reported. The research result showed different level of performance in five areas related to the HEL strategy: To introduce conceptual questions, manage discussion, demonstrate experiments/observations, present scientific explanation and achieve class’s objectives. The effectiveness of teachers’ performance on the HEL strategy was controlled by students’ level of response on questions and their level of discussion.
