This study focuses on emerging housing vulnerability in England and France and examines the policy framework for ‘Combating Social Exclusion’ in housing field. It argues that 1)housing vulnerability based on social exclusion concept has been leading area based comprehensive housing policies, 2)the ideas of ‘empowerment’ and ‘social mix’ have linked with concrete measures for renewal of rundown neighborhoods, 3) although the evaluations depends on the standpoints, the significance of area based approach seemed to be shared among policy makers and 4)socially vulnerable households tend to concentrate in specific neighborhoods including public rental housing estates in Japanese big cities, too.
