The decrease of population in Japan has mattered seriously, and it has been especially in local areas. Many regions in Japan think that they need to increase the number of birth in order to increase their population because the number of birth has been less gradually. In this paper, the demographic features about 15 municipalities in Toyama Prefecture are analyzed. The main method in this paper is “Generational Balance Approach” which applies the method of GINI coefficient. The analysis shows that the population has continued to decrease because many younger generations have gone out (to big cities) and less has come back to their hometown, and the similar trend in many municipalities could be shown as a result of the Generational Balance Approach.
