In March 2020, the global outbreak of COVID-19 had a profound impact on educational activities in Japan. The purpose of this study is the regional effects of the state of emergency declaration on the incidence of disasters rates under school supervision. Focusing on the incidence of disasters rates from 2019 to 2020, regions heavily affected by the state of emergency declaration were categorized as the “treatment group”, while other regions were classified as the “control group”. The analysis yielded three key findings. First, there was no significant difference in the incidence of disasters rates between the two groups in 2019. Second, both groups exhibited a declining trend in the incidence of disasters rates from 2019 to 2020. Third, the magnitude of this decline was more pronounced in the treatment group, which experienced a stronger impact from the state of emergency declaration.
