This study investigates the effectiveness of Innovation Ecosystem policies through Redundant Administration Theory and the Triple Helix framework. A web-based survey targeting participants in LIP. Yokohama analyzed the role of multi-stakeholder collaboration and layered policy support. Statistical and Social Network Analyses (SNA) using NodeXL Pro revealed that participation in multiple platforms fosters innovation, highlighting intermediary organizations as critical hubs. Redundancy in layered policies reduces uncertainty and strengthens regional innovation networks. Despite data limitations, the findings demonstrate SNA’s utility in visualizing actor relationships and informing policy design. This study offers a new perspective on sustaining Innovation Ecosystems by strategically leveraging redundancy in policy frameworks. It provides practical insights for regional governments and intermediary organizations aiming to develop adaptive, resilient innovation environments.
