This study examines the criteria for selecting operators and evaluating proposals for Yamashita Park, specifically focusing on Park-PFI. It provides a comprehensive analysis of the operator selection process, allocation of points, and evaluation criteria during the bidding process. Additionally, it proposes criteria for operator involvement in the Park-PFI project. The research emphasizes the importance of an operational-oriented approach in managing the park and highlights the significance of facility development and upkeep aligned with operational aspects for high evaluation scores.
