This study explores the emerging stage of Cambodia’s social welfare policy in the context of rapid economic growth, focusing on support for persons with disabilities and special needs education in rural communities. Based on interview findings, current government initiatives include disability pensions and employment quotas for persons with disabilities across both public and private sectors. A case study of a private support organization (Organization D) revealed that, although it plays a crucial role in promoting inclusive education and social participation, its activities are constrained by chronic financial shortages and susceptible to global economic fluctuations. The findings highlight that such local initiatives are essential for strengthening Cambodia’s welfare and educational capacity, suggesting that future policies should prioritize the development of sustainable, community-based, and human-resource-oriented support systems.
