This study examines the alignment between national and prefectural plans in Japan’s national resilience policy, informed by the statutory coherence thesis proposed by Mazmanian and Sabatier (1983). Focusing on the National Resilience Basic Plan and the regional plans of all 47 prefectures, it applies word segmentation, TF–IDF vectorization, and cosine similarity to measure textual proximity between plan descriptions. Mean similarity scores range from 0.22 to 0.97. The results show that lower-similarity prefectures tend to retain wording from earlier national plans, describe region-specific hazards and geographic conditions, or disaggregate issues into independent scenarios. These findings suggest that national and prefectural plan alignment involves not only a shared national framework but also regional reconfiguration. The method offers a tool for monitoring plan alignment and identifying cases for further qualitative examination.
