抄録
In creating products and services that bring customer value, human resources who correctly inherit the values and technologies of the organization and who are excellent in solving problems and issues that respond quickly to changes in the business environment are desired. However, it is often difficult to develop human resources who can accurately respond to the changing needs and expectations of customers and society.
This paper introduces the following （1）to（4）in order to provide education and training centered on quality based on Total Quality Management.（1）The concept of human resources development that supports the sustainable success of the organization,（2）the system to realize this concept,（3）the main education and training programs in the system, and （4）the evaluation and improvement of the human resources development system. Based on these, this paper proposes the way of human resources development.
