Abstract

Land use change in industrial district is dramatically increasing in Korea. There are many cases of land use change to residential use based on the market demand. Unlikely, Korea government fosters a new deal program aimed at reviving the depressed construction industry that induces land use change to residential purpose. However, the mandatory changes lead to excessive supply–demand mismatches. There is oversupply risk of collective residential buildings such as high-rise apartments that causes not only vacancy rate but also low-quality residential environment.
