This report explains the Significance of Community Planning as a requisite for District Plans in Urbanization Control Areas, using the cases of hamlets in Hiroshima City. The report introduces a working process from a Community Plan to a draft District Plan, both in the semi-mountainous hamlet Ushiroyama, which is hoping to recover vitality, and the Seifu-shinto hamlet Ishiuchi, which, with a vision for the future, is seeking Urbanized Areas along main roads. By introducing both areas, the importance of resident-led Urban Planning is highlighted, by having the residents themselves decide on a Community Plan when settling on a District Plan as part of a greater master scheme.

The unprecedented damage caused by the Great East Japan Earthquake and Tsunami in 2011, challenged the preparedness system and revealed failures in different aspects of the disaster prevention measures. However this event also provided valuable lessons and opportunities for improvement post-disaster responses focusing on multiple stakeholders' engagement in the recovery process, and particularly the participation from the civil society, through Japanese and International non-profit organizations, volunteers, community organizations and corporate philanthropy. This research explores the crucial issues and possibilities in the post-disaster community support activities which were experienced by International NGOs in the region of Tohoku, in a chaotic environment of massive destruction and culturally closed communities to outsiders. This study examines Habitat for Humanity Japan (HFHJ) as a case study. It attempts to analyze HFHJ's operational processes by examining projects conducted to ensure the recovery of the built-environment.

Hazard maps are commonly used as tools to indicate vulnerabilities of specific areas and provide information on risks such as poor infrastructure and fire hazards. However, potential risks with regard to living conditions have often been overlooked. In urban areas, where residents live in high-rise buildings, residing at such heights is considered a vulnerability factor for urban risk. This research focuses on the elderly population living in Kita ward, Osaka City, and aims to understand the relationship between the height of residence and the age of residents using GIS mapping. Findings show that by including the height of residence as a factor, risk index is significantly different, suggesting that planning of disaster prevention should not only consider housing condition but also the height of residence.

In recent year city or prefecture set up a vacant house bank to deal with increasing vacant house, but this bank does not play a role in its goal sufficiently because of scarcity of registered house. As a good countermeasure against scarcity of registered house, the policy measures of subsidy for house repair are implemented by city or prefecture, but the subsidy have the potential to be changed its effect by differential structure of subsidy. So in this paper, after we construct agent-based models that can weigh up the way of subsidizing house repair from registered house increase in vacant house bank and the business balance to research more effective the way of subsidizing house repair, and validate this models, we try to weigh up policy measures by implementing the simulation under some subsidy scenarios.

We first introduce a city walk event “100ninmap (Hyaku-Nin-Map, which means one hundred people map) in Kyoto”. In the event, participants send out their feelings with a smartphone while walking around a city, and we create “feeling maps” by summarizing them. As we built system to create maps and held the first event in downtown Kyoto, we report the detailed methods and results of them in this paper. Following that, we discuss the significations and further prospects of the project. Firstly, we can design a new map for sightseeing or walking around the city. Secondly, we can construct a common method for city walk events or workshops to find potentials and problems of the city. Thirdly, we can utilize our system for information sharing system in case of disaster. Finally, we can analyze the data to get various knowledge.

Land use change in industrial district is dramatically increasing in Korea. There are many cases of land use change to residential use based on the market demand. Unlikely, Korea government fosters a new deal program aimed at reviving the depressed construction industry that induces land use change to residential purpose. However, the mandatory changes lead to excessive supply–demand mismatches. There is oversupply risk of collective residential buildings such as high-rise apartments that causes not only vacancy rate but also low-quality residential environment.
