Abstract

The purpose of this paper is to clarify the regulation for heritage conservation in the State of Victoria and the City of Melbourne. I can point out the following points. There are a lot of Victorian Heritage Registers (the state level heritages) and heritage places (the local level heritages) in Melbourne. The outside or fabric of heritage places is emphasized, and on the other hand, not only outside or fabric but also inside of Victorian Heritage Registers is emphasized. The directors can consider carefully and in detail because the statement of significance of individual heritage has been described in Victorian Heritage Register and in heritage place. Owner's financial hardship is also a consideration matter in Victorian Heritage Register. The city of Melbourne has two regulations for inside the Capital City Zone and for outside the Capital City Zone. The policy and the performance standard are almost fixed according to the grade of building and the level of the streetscape in outside the Capital City Zone where most of historic buildings have similar style.
