In recent years, "Decentralization reform" has been advanced in Japan. The authority was delegated from the government to local governments and from prefectures to municipalities. Especially, in the field of city planning, the authority to decide on city planning, which had been held by prefectures, was transferred to municipalities as a delegated agency. And the municipalities have been able to independently carry out city planning according to the local situation. This report is based on the case of Chiba Prefecture. We considered what prefectures could do for municipalities under decentralization.
