Abstract

This report summarizes changes to a townscape caused by town development and the relocation of a government office building in Maibara City, Shiga Prefecture. Up until 1970, the government office was located on the east side across from Maibara Station, but it is located currently on the west side of the station due to a land readjustment project. This project has changed greatly urban functions and the landscape around Maibara Station. In this report, we unravel the strategy that was outlined in the basic plan at the time, and clarify the trend in population increase and decrease in the area from population density data and aerial photography data. In May 2021, a new government building is scheduled to be completed by the East Exit of Maibara Station. Due to the changes brought about by the government offices moving from east to west and then back to east, urban planning around Maibara Station changes constantly over time. On the other hand, it also reveals some issues that did not develop while carefully sitting down at one base. In the future, the development of the East Exit, the conservation and utilization of historic landscapes such as “Maiharajuku,” and the development of the West Exit of the station, which was developed in the 1970s, will be important issues for promoting sustainable town development.
