Abstract

Considering the recent frequent severe flooding events in Japan, the Government launched “River Basin Management Projects” in 2020 that try to mitigate flooding in the comprehensive way including landuse approaches together with the convertional engineering approaches. How are the landuse approaches considered? This research aims to analyze the landuse measures and the relevant action, particularly focusing on the Prefectural government, under all the 109 River Basin Management Projects at the 121 Class A Rivers and to discuss the challenges and opportunities for landuse measures. The conclusion highlights the potential role of the prefectural government fur coordination and the emerging cases of landuse coordination between different tires of government considering the flood risks.
