Historical roads can be said to be a valuable local resource where you can experience Japanese history and culture. However, many historic roads have not been designated as preservation districts for groups of traditional buildings, and there are no laws, ordinances, or rules for conservation, so it is difficult to continue to preserve the scenery of historic roads. The purpose of this study is to examine how to preserve the scenery of historical roads with historical landscapes that are not designated as such preservation districts for groups of traditional buildings. Then, taking Koya Kaido in Kawachinagano City, Osaka Prefecture as an example, we investigated the changes in landscape and efforts by the government and residents. As a result, we were able to clarify how to preserve the scenery of historical roads residents take the lead in landscape preservation, even if they are not positioned as preservation districts for groups of traditional buildings.

This study systematically organizes the development of an artistic town that has been evolving for over 30 years, focusing on the Fujino district of Midori-Ward, Sagamihara City, which has recently seen a rise in population. The study categorizes the progression of artistic town development, shifting from municipality-led initiatives to community-driven approaches. Through surveys and interviews, it uncovers factors that have influenced migrants' decisions to relocate, confirming that preserved nature and the Steiner School are the primary drivers. Furthermore, the study notes that while artistic town development does impact those who consider preserved nature a decisive factor for relocation, it has limited influence on individuals who prioritize the Steiner School. Thus, it becomes evident that artistic town development has a confined impact on relocation motives, as it affects specific aspects of migrants' decisions.

In this study, we considered the landscape structure of Mt. Ibuki from the viewpoints of elementary schools in Shiga and Gifu, which are located at short, medium, and long distances from Mt. Ibuki. Three analyses were conducted: a text landscape analysis of school song, a visual structure analysis based on view, topographic map, and section, and a resident image analysis from the perspective of experience and perception. Shiga residents often had physical experiences during their childhood, such as hiking Mt. Ibuki directly. Mt. Ibuki is also positioned from an educational aspect, as expressed in the school song. Based on the characteristics of the spatial structure, many elementary schools on the Shiga side have a view of Mt. Ibuki as an independent peak. Gifu residents had less physical experience than Shiga, because there is also Ibukiyama Driveway. Mt. Ibuki is located at the back of the mountain range and is viewed as one of the peaks and as a landscape of a series of mountains. In the school song, Mt. Ibuki is also described as a faraway landscape.

In June, 2023,Ministry of Land, Infrastructure and Transportation (MLIT) published an interim report on the evaluation of qualified green space developments by private sectors. The report identifies that private sectors’ investments on green space developments will be indispensable for creating future livable cities, and that certification systems to evaluate private sectors’ green space developments are effective to properly guide their investment. However, private sectors’ investments can be classified into two categories as "heteronomy effort" and "autonomous effort”, and certification systems may only provide short-term motives to autonomous efforts. To provide long-term motives, social consensus and systems that encourage business continuity, corporate value improvement and property value improvement are needed. Establishing new systems that reflect such understandings are therefore necessary to encourage autonomous green space developments by private sectors.

This paper attempts to estimate the economic ripple effects of workcations in three prefectures, Wakayama, Nagasaki, and Tokushima, based on a demonstration experiment conducted by our company, using interindustry relations analysis. The economic ripple effects were estimated using the average expenditure per person per night in each prefecture calculated based on the demonstration experiment and the estimated number of annual workcations participants in each prefecture, and came to 500 million yen in Wakayama, 207 million yen in Tokushima, and 275 million yen in Nagasaki. In addition to workcations, the economic ripple effects of revisits, migration and settlement, in the area, and two-location residence were also calculated, resulting in total economic ripple effects of 12.3 billion yen in Wakayama, 5.8 billion yen in Tokushima, and 13.6 billion yen in Nagasaki over a 10-year period.

The concept of “peak-less” traffic, which might improve infrastructural efficiency, has attracted attention increasingly since the COVID-19 pandemic. However, the definition of “peak-less” has remained vague and no quantitative evaluation method exists to assess peak-less conditions. First, we defined the concept and proposed evaluation indexes reflecting differences between the actual and equalized distributions of traffic demand and the range of fluctuation of traffic demand by the time of day. Then, using individual behavioral survey data, we demonstrated whether traffic has been headed toward peak-less conditions during the COVID-19 pandemic. Findings indicate that (i) the demand for public transport decreased and became more peak-less than it was pre-pandemic, and (ii) the demand for automobiles and motorcycles has been running counter to peak-less, except in central cities of great metropolitan areas.

In the case of aboveground railway stations, the number of cases of integrated development of station, plaza and urban space near stations is increasing. However, subway stations generally do not have station buildings or station plazas aboveground. Despite their importance in the area, examples of integrated planning of the subway station and the space near the station are limited to CBD in megacities. This study proposes the concept of “Space of Station and its Surroundings for subway stations”. We surveyed the use of urban space around subway stations in Sapporo and Fukuoka, and discussed the relationship between the subway stations and the surrounding large-scale commercial facilities and street space. It became clear that the large facilities connected to the subway station are used as a passageway to the ground level, and that the roads around the station function as a pick-up and drop-off space.

All prefectures are currently experiencing a simultaneous increase in the number of vacant houses and new construction. The increase in the number of single households is one of the reasons for this, and regional characteristics can be seen in the trends of single households and housing supply and demand. In Tokyo, the increase in the number of middle-aged and older single households has increased the need for a larger-sized houses, and this has had a significant impact on the housing market, which has long been geared towards younger single households. In addition, in Wakayama Prefecture, detached houses for households with children do not suit single households, and an increase in the number of vacant houses is inevitable. In areas with high economic activity, such as Tokyo, examples of initiatives by companies and NPOs that are sensitive to market needs would be helpful. In contrast, as the decline of the local economy increases the number of vacant houses, it is also important to link economic revitalization and measures against vacant houses, as in the case of renovation town planning in Wakayama City.

Nowadays, one solution to develop compact cities is to promote the city center residence. In this study, we visualized the future image of the city center of Utsunomiya (Japan) using 3DVR. This visualization tool provides effective information in order to promote the designated area. Then, using the results of the visualization, we conducted a survey in order to understand the intention to live in the city center of the citizens. The results showed that the desire to live in the city center increased, and especially the appreciation of the value of living in areas along the LRT line, and in areas where urban functions are concentrated increased. The provision of information was found to be particularly effective among the younger generation.

In recent years, urban agglomeration has been progressing in the areas surrounding train stations in southern Shiga Prefecture, but the actual situation varies with each city's urban formation and urban structure. This study will clarify the relationship between the location characteristics of commercial, medical welfare, and public facilities and the urban structure and urban planning in walking areas around JR stations in Yasu and Moriyama, Shiga Prefecture. The analysis of facility locations within a 1km radius shows a decrease in the number of facilities in the retail sector, but an increase in the number of facilities in the service and welfare sectors. In addition, there were some areas where urban development is progressing according to urban planning such as district planning. Analysis of the area within and outside the 1km radius shows that facilities are concentrated around the station in Yasu, which has a narrow urbanized area, while facilities are not concentrated around the station in Moriyama, which has developed around an arterial road. This suggests that urban structure and urban formation influence the location of facilities.

The purpose of this study is to examine the functions of parks during the COVID-19 pandemic. The target period was set for 852 days from April 1, 2020 to July 31, 2022. The analysis was conducted from two perspectives: 1) the statistical relationship between the number of COVID-19 infections and park area at the regional level, 2) user trends in individual parks. Using the BYM model, it was found that the impact of park area on the increase in COVID-19 cases was smaller than that of commercial business areas. It was revealed that park users increased by nearly double from the second wave to the period between the second and third waves. Particularly, urban parks in Chiyoda-ku saw an increase in users from suburban areas. It is speculated that this is due to employees who temporarily returned to the office during the end of the COVID-19 outbreak to perform essential business tasks using the parks.

To efficiently introduce the mobility as a service (MaaS) system in Japanese local areas, the study analyzed the geographical relationship between tourist destination accumulation places and accommodation accumulation places using a 5 × 5 filtering method in Muroto Area, Koshi Prefecture, Japan as a case study. The result clearly indicated that the correlation coefficient between the two places was relatively low (0.041). However, it is also suggested that the score of the accommodation accumulation places is comparable with that of destination accumulation places. Therefore, this study proposes that a MaaS plan in Japanese local areas should consider such characteristics of the geographical relationship.

In recent years, the importance of nighttime landscape has increased, but there are few local governments that have adequate systems and operational achievements. The purpose of this study is to research and classify the actual situation of nighttime landscape in Matsue City, where there is no nighttime landscape plan and to grasp the characteristics of it, and to consider the way it should be in the future. Based on the results of the patrol research and the fact that Matsue City is known as the "City of Water," I focused on the nighttime landscape of the waterside. Also, among the many waterside spaces found in Matsue City, this study was selected the area around Matsue Castle Area as a research area. By comparing nighttime and daytime walking experiments of this area, we clarified that "townscape" is evaluated as good in the nighttime landscape and that "waterside" is important. In addition, this research area was divided into 6 areas, analyzed in each area, and the future formation of the nighttime landscape was considered.

LRT is a public transportation system that is an advanced version of conventional streetcars, and is said to have excellent punctuality, speed, and environmental performance. At present, there is no case of introducing LRT on all new lines in Japan, and it will be introduced for the first time in Utsunomiya this fiscal year. In this study, the transportation network before and after the introduction of LRT was analyzed using Dijkstra's method, and the minimum travel time was calculated. Based on this, the effect of shortening the time required to travel by public transportation was estimated. In addition, by comparing the degree of delay between buses and LRT, we estimated the effect of introducing LRT as a means of transportation.

This study aimed to assess the state of health promotion within urban planning in Japan. A nationwide questionnaire revealed that municipalities with larger populations and higher aging ratios were more inclined to incorporate health and physical activity into their urban plans. Furthermore, it indicated that municipalities mentioning health as a guiding principle or challenge in their plans were more likely to develop facilities for physical activity. In contrast, municipalities with easier access to railroads were less likely to set quantitative targets related to physical activity and consider service facility proximity in terms of walking distance. These findings suggest a relationship between health awareness and facility development. Moreover, the presence of unfavorable urban structures is likely to incentivize the adoption of health-related initiatives.

This study focuses on the use of street surface art as a road device, which has been increasing in Europe and the United States in recent years, and examines the potential of street surface art as a road device by analyzing the design and installation methods of the Bloomberg Philanthropies' Asphalt Art project, which has been involved in a large number of such projects, as well as the safety effects of the art. The potential of street surface art as a road device was verified by analyzing projects that have proven to be effective in terms of safety. As a result, we were able to deepen our knowledge on the purpose and design of installation, such as the fact that many cases were installed for the purpose of traffic calming, road safety improvement, and community revitalization, and that they were designed in a variety of ways to take advantage of the local identity. The analysis of projects with proven safety benefits showed that even highly attractive designs reduced the number of accidents, confirming that high attractiveness of a design does not necessarily lead to overlooking risks.

This study has two objectives: to test the evaluation of pre-flood relocation projects through cost-benefit analysis, and to clarify the relationship between area characteristics and net benefits. There are few examples of pre-flood relocation projects. Examining the impact of community characteristics on project effectiveness would contribute to the development of this resettlement project soon. The results indicate that land prices and the amount of housing in areas that are expected to be flooded may affect project effectiveness. Pre-flood resettlement projects that use areas with high land prices as the source or destination of relocation are infeasible and inadequate. Areas with negative net benefits from relocation assistance projects need to be paired with areas having high net benefits from raised projects.

This study focused on the “Underused Land Right Establishment Promotion Plan System” for promoting the use of underused land and “Commons Agreement” for creating public space by consolidating underused land. By questionnaires and interviews with local governments and private organizations, to identify issues or barriers to the utilization of these systems. As a result, the local government recognized that planning efforts, especially consensus building with landowners, was a challenge. To promote the use of low-underused lands, it is necessary to conduct social experiments and other initiatives to help consensus building with landowners. The development of urban areas and the existence of private urban planning organizations are necessary to conclude agreements. Conversion of low-underused lands into public space is likely to be difficult only in locations where there is a high demand from residents due to its low profitability.
