流域管理と地域計画の連携を考慮した総合的な洪水災害リスクマネジメント方策の経済評価システム

抄録

The flood disaster risk has been increasing by the increase of flood flow caused by the expansion of urbanization, the progress of the urbanization to a flood area and so on. The catastrophic flood disaster is unmitigable by only the risk control such as the construction of flood prevention facilities. It is under the necessity of the integral flood disaster risk management including non-construction measures as the land use regulation and risk finance as flood disaster insurance with coordination between river basin management and urban planning. In this study, we developed the economic evaluation system for the integral flood disaster risk management. This system is made intelligible for a planer or people using GIS. The applicability of system was checked through the simulation at the actual river basin.
