治水・環境のための流域治水をいかに進めるか？

抄録

In recent years flooding in the urban area is becoming a serious problem in Japan. Urbanization have changed water cycle system and the volume of flood have been increased over 2-3 times and the arrival time of flood have been decreased less than half that . The essential counter meager to changed water cycle is that we reinforce water storage and infiltration ability at the hall area in the basin and back to the healthy water cycle. But it is difficult that we advance reinforcing water storage and infiltration to hall area because there are many stakeholders in the basin.

In 2009, there was a big flood along the Hiigawa rive in Fukuoka city. After that we opened citizen conference for integrated basin management of the Hiigawa rive at 4^th Oct in 2009 and proposed Fukuoka city Mayor and Fukuoka prefecture governor recommendation of river basin management.

In this paper, the recommendation is explained and some discussions are held.
