In Japan, Many of Small and medium-sized enterprises which damaged by disaster have critical problem. It’s go out of business by losing customers to competing companies. Almost all managing directors of Small and medium-sized enterprises in Japan saw something in a new light about a important of Business Continuity Planning by the Tohoku Earthquake disaster. But a plan to management of the flooded risk have been getting fall in spite of frequency of occurrence and risk allowances are both of very likely. It is caused that two problems are as follows; (1) we have not so much passed data of the flooded damage cases at enterprises, and (2) difficulty of measures to the flooded risk because of no case study until now. In this paper, the authors shows three suggestions at Business Continuity Planning for Small and medium-sized enterprises as (i) estimation of flood, (ii)the flooded risk control technique, and (iii) measures to management of the flooded risk.
