For the future implementation of comprehensive flood control measures, it is critical to enhance four properties of resilience “4-Rs” against water-related disaster, which consist of Robustness, Redundancy, Resourcefulness, and Rapidity. This paper reviews good practices which the structural and non-structural measures are integrated as well as analyzes and compiles the common principle that underpins the implementation of those by using an abduction methodology. On the basis of the analysis result of analysis, it proposes the future implementation of comprehensive flood control measures.
