It is the present conditions that the foresight of danger (i.e."Kiken Yochi") for construction and maintenance in building facilities are not done study of systematically. So in this paper (part 1) it shows the present conditions of safety, disaster and risk management method in building facilities. Therefore it presents the purpose and the background of this study, conditions of safety, disaster, the detailed analysis of the disaster in the facilities construction and risk management method.
