This paper aims to survey transfer of rail users at urban railway stations in Tokyo and to develop a socio-economic evaluation model for a project of improving the transfer. The model outputs a user benefit and a supplier benefit of the project and it consists of three sub-models; station transfer sub-model, rail route choice sub-model and benefit sub-model. The authors applied the model to two stations in Tokyo and evaluated the projects from a socio-economic point of view.
