This paper discusses on a new public projects management method for road construction. The management method, named 'Goal Declaration Program', consists of four elements, those are 1) 5year investment program, 2) declaration of goals for each projects, 3) detailed progress goal, and 4) progress evaluation and renewal of the goals. Finishing the first one - year process, this program shows good prospect. It seems to be successfully bring up a) efficient cooperation among project participants, b) cooperative attitudes of local residents, c) positive attitudes of participating officials, and d) their efforts for cost control.
