Abstract

How to liberalize a domestic airport under the liberalization of air transport? In order to answer to this question, I shall refer to the process of Orly airport (France, Paris) liberalization in the 1990s. Orly was an symbol of French resistance against air transport liberalization proceeded by the EC (European Community). This report clarifies its process of liberalization under the Package III regime and its institutionalization of Paris Airport system. At last, some analytical points on the conditions of airport liberalization would be added.
