A series of reports in continual learning, author has described necessity of introducing energy for analysis of fracture. As the concept of energy has property of direction so it is possible to indicate to indicate the direction of transition of phenomena. In this report, micro and macro thermodynamics have introduced to analyze fracture. As the results of analysis with micro thermodynamics, the existence of discontinuity and time lag is proved.

The Meiji Sanriku Tsunami Earthquake of 1896 caused severe damage to the costal area of Northeastern Japan. Especially in Miyagi, Iwate and Amomori Prefectures more than 20 thousands were killed by this tsunami and detailed reports on this disasters were documented. However, the damage in Hokkaido is not recorded in details. In this paper a literature survey was carried out though unknown documents and newspaper articles. Detailed damage by settlements listed. Totally 6 persons were killed at 3 settlements and 25 houses were washed out by this tsunami.

Many tower cranes were severely damaged by the Hyogo-ken Nanbu earthquake in 1995. In this paper, the damage of the tower crane was examined. Even the area where the earthquake was not so severe, the tower cranes that erected on the upper floor of the building were collapsed. It was caused that the earthquake power was amplified by the motion of the building. And the natural period of the tower crane was measured by the free vibration tests. From the results, it was found that the natural period of the crane was close to that of the building under construction.

The study consists of two parts of a system ; the first part is to register and refer the basic geographic data on GIS and the second part is expanded to communicate the data using ad-hoc networks, GPS and a laser rangefinder. The first part of the system focused on the multipurpose uses of GIS in order to set in any cases of disaster situations. The second part prepares the expanded functions which are mainly used as tools for communication at a far distance from a disaster sate. This paper explains the structures and possibilities of the system.

Continuing to the previous papers on the assessment for disposition of existing hospitals in Tomakomai City, partial separation due to railroad and river in the city under earthquake disaster is considered. Multi-Agent Simulation echnique is adopted in order to trace patients' movements from their houses o hospitals under partial separation conditions. An interception ratio is leffined by percentage of people who cannot cross the separation. Simulations are done changing the interruption ratios from 20 to 80% and the effect of partial separations is discussed. When the ratio of interception rises, it is demonstrated that the situation worsens.

The knowledge about the condition of the ground is a crucial factor that controls damage due to natural disaster. In order to acquire this knowledge, the authors have looked at the fact that the conditon of the ground is closely related to the landform. A method of obtaining landform classification was proposed in the previous study. This paper aims to evaluate amplification factors of the surface ground using landform classification. It was found in this study, landform has a significant influence on the amplification factor.
