    It is important to share information between planner and citizen, between citizen and citizen when a machizukuri (community planning) project is going on. The aim of this paper is to report a new information sharing method called “Machizukuri Flag”. The flags, which express information that is collected by citizen’s workshop are hanged under an arcade roof of a shopping district every two month. Total 28 flags were hanged, and 15 sets of flag were published before today. Through the practice, the shopping mall was turned to an information space for machizkuri, and it increases new communication among citizens.

    This paper aims to make clear how to establish parks in industrial complexes by the district planning system in urbanization control area. Actual usage and developing process for establishing parks in industrial complexes are researched in 4 parks in industrial complexes at Yokkaichi-city in Mie Prefecture. Results are as follows: Much more neighboring residents use the parks than workers in industrial complexes. In the parks installed a sports-facility, users come from far. Regarding location, size and facilities on co-ordination of planning process between developer and local autonomous organizations, parks are planned to be met requirements of neighboring residents. Parks set to meet such needs of neighboring residents are managed by local autonomous organizations.

    On this paper, we show the actual condition of the wooden emergency makeshift houses construction by the local carpenters and houses builders at Fukushima Prefecture Miharu-machi in case of the Great East Japan Earthquake. Moreover, based on the above, we show the issues of the supply method of emergency makeshift houses by local carpenters and home builders.

    Contents of housing improvement, such as reform, were diversified in requirement of residents. Therefore, the details of construction and its cost were complicated. As regards realization stock-based societies, the productive organization of effective utilization for stock housing, especially contribute to residential requirement were in urgent need. In this research, we made investigation into the actual condition and the productive organization of builders in housing remodeling. As a results, we classified the production system for housing remodeling into five patterns shown from relation the dweller and the contractor and found characteristics each.

    The meeting place in residential area, that is not a designation place of refuge, became the information source of neighborhood inhabitants at the time of disaster, and it played a role as the place of “themeal” and a place of the information exchange through “carry-on food” “support supplies” “distribution of boiled rice” even other than a person knowing each other by sight.
    However, the consciousness of the meeting place user varied by the nature and age. Generally speaking, evaluation of the meeting place which was old and small was relatively low.
    Conversely it may be said that the functional role of meeting place at time of emergency can be improved by seismic strengthening and the management in the normal time.

    This paper studies the effects of geography and local soil conditions on business recovery time of the facilities closely related to daily life in the damaged earthquakes occurred around Niigata area on 2004 and 2007. By the integration of the various geographical data such as Engineering Geomorphologic Classification Map, and recovery time obtained by detailed survey of local newspapers, several specific features are made clear. The liquefaction index is considered to affect on the results, however, the interruption time of these facilities is more influenced by the elevation and slope angle of the sites especially in the earthquake of 2004.

    By the East Japan great earthquake, great damage occurred because of an unprecedented tsunami over a wide area, but the construction damage by the earthquake vibration was not serious. There are relatively few damages of the configuration of the building, but a large number of damage occurs about the building service. This return performed the examination about the plumbing system damage in the description of some damaging earthquakes which occurred in the Tohoku district after 1978 and the East Japan great earthquake and gathered up matters that require attention about seismic design of building equipment, execution, maintenance.

    This paper studies the recovery process of damaged public facilities in the Mid Niigata Prefecture Earthquake in 2004 focused on the geography and local soil conditions as one of the major factors based on the published data and questionnaires offered by Nagaoka city. As a result of the investigation, following features are made clear.
    1) The facilities located in the areas of slope failure and liquefactions shows longer recovery time compared with those of undamaged areas.
    2) The recovery time of public facilities correlates with the sea level and land dip and takes longer time proportional to these factors, which implies the effects of lifeline systems and the difficulty of accessibility.
