Construction consultants conduct user surveys to find users’ behavior and attitude on social infrastructures. The authors attempted to improve survey projects conducted in the past by introducing the “User Survey Design Process,” which amends two new processes to identify the stakeholders and the target users. We conducted three case studies; a road user satisfaction survey, an attitude survey on riverside development, and a cost-benefit analysis. The results show the effectiveness of the process. However, in the cases where the clients determine the survey specifications according to laws, regulations, or customs, strengthening theoretical background and accumulate examples is in need.

This paper describes a design process model to be shared by designers and the people committed to the platform where the project takes place. The model is for small-scale activity platforms, aiming to empower the people committed (non-designers) to activate their intrinsic motivations to gain ownership of their own activity and enable them to drive design projects.
