A quantitative empirical study was performed through a paper survey method to critically review Management Quality Mechanism. A structural equation model was established and a covariance structure analysis was performed in this empirical study to present a viewpoint to analyze the JQA Management Quality Assessment Standard from a correlation structure between organizational maturity and organizational change. The following three major findings were revealed. First, seven factors were introduced from the current seven JQA Assessment Standard categories, but their contents were different each other to a certain extent. Especially, two items, strategy and employee capability development, were not identified as major component factors in our study. Second, the relationship between management quality improvement activities and their performance was validated by assuming (the existence of) two parameters: organizational maturity and organizational change. Third, correlation structure among three latent variables of management quality, organizational maturity, and organizational change, led to a causal model, and we succeeded in revealing a practical model elucidating Management Quality Mechanism.
