This study aims to create a solid foundation for forming A city local networks (which have the purpose of making many kinds of workplaces for persons with disabilities) through the use of participatory action research based on Soft Systems Methodology. First, making a survey of previous studies leads one to realize the necessity of providing chances for those involved to express their thoughts and feelings. Secondly, by using a participatory action research approach, a concrete reform bill was devised to form a local supporting network for making workplaces for persons with disabilities. In the workshop, there were strong emotions concerning area-wide cooperation and making a base and t was concluded that each one should try to put into practice what they can. The most fruitful learning from using a participatory action research approach is not only creating a solution for a problem about the lack of workplaces for persons with disabilities but it is getting empowerment through the viewpoint of community, which is based on the power of the people concerned.
