     Natural and social environments are changing locally as well as globally in the last decades. Roles of civil engineers and paradigm of civil engineering education should be shifted so that the body of knowledge of civil engineering meets demands from domestic and international societies. In this paper, issues that the civil engineering profession faces are analyzed in order to construct education strategies for the next generation. The most serious problem is shortage of talented engineers, which is caused by disinterest in science and unpopularity of civil engineering profession among younger generation. The civil engineer's task is changing from building structures with a specialized capability to an integrated management of construction project. For this purpose, education and training programs of humanity, engineering design, general arts, etc. should be more promoted from an engineering point of view in addition to the original civil engineering curriculum. Accreditation for engineering education and assessment for higher education of learning outcomes are new movements that are closely concerned with the civil engineering education. In order to adapt these environmental changes, each university and civil engineers societies are now struggling in improving education systems and training programs. Some examples of new challenges are also shown.

     The Mobility Management (MM) in the school is effective. To expand the use of MM in education, an aim, contents, and the method should be structured. Therefore, this paper pays attention to the land Niedersachsen. Niedersachsen makes an original curriculum. It is called curriculum "mobility". And Niedersachsen practices MM curriculum. This paper analyzes the curriculum from the points of view of an aim, contents, and the method. And this paper shows the characteristic. As a result, this paper shows the following things. An aim does not be limited to personal MM. "Social participation" is included in contents. And "distribution, resources, consumption" is introduced. There is a method to perform the present analysis and action of suggestion of transforming.
