This report presents a study on the effects of snowfall on the formalities that were done at the Imperial Palace or Shinden-style residences in Heian era.
The formalities were influenced by the snowfall, the snows laid upon the yard and the surface condition of the yard after snowfalls. Under such bad conditions, the ways of performance of formalities were classified into the following:
    1. the suspension or postponement of the formality.
    2. enforcement of the formality in the regular order.
    3. enforcement of the formality in the regular order on the improved yard.
    4. enforcement of the formality in the omitted order.
    5. enforcement of the formality in the omitted order at other places. Such case was called"_??__??_(U-GI)"against to"_??__??_(HARE-GI)".In"_??__??_(HARE-GI)"some parts of the formality were done on the yard, but these were performed in the houses in"_??__??_(U-GI)".

This is the second report which concerned with the regional characteristic analysis of winter weather situations in Akita City, using the time series data of maximum depth of snow cover (Smax) and various kinds of meteorological data.
Snow disasters in this city would appear in the snow cover depth more than 50cm which had been decreasing especially after 1945.
On the other hand, mid-winter temperature in this city has a tendency to increase gradually in recent years. A periodicity for Smax and √St (integration of daily snow cover depth) were found approximately as 88years and llyears, however, warmer winter's periodicity was not recognized at statistical analysis.
The days of daily snow cover depth which is increased are only 35, of which 50% occupies 1 to 3cm/day, and its occurrence rate follows statistically to the exponen-tial rule.
To summarize a winter weather situation, a statistical potential index was investigated that consists of several winter meteorological factors. The proposed index proved as an effective potential index to evaluate snow disasters and winter weather in snowy regions. In recent years, the index is most likely to decrease.
According to the Fractal dimension (D) analysis of Smax, D was found as 1.388 in Akita City. Consequently, D is the one of reference indices for analyzing the regional characteristics of Smax.
