      After the enforcement of the public archives ordinance, Kagawa Prefectural Archives has assumed a greater role within the prefectural system. We have enhanced as an organization. As part of our role, we have also investigated the public archives of elementary schools and community centers which lie outside the prefectural system. These investigations identify the value of documents as historical public records and archives together with our support for municipalities. Here we describe the investigation of elementary schools and the research of “Daily School Records”.

      In this research, we focused on the cases of rolling stock failure and clarified the elements of the manual necessary for tacit knowledge acquisition. Regarding the importance of “awareness” revealed by the analysis of the limited express “Hokuto No. 20,” we compared the highly evaluated Tokyo Disneyland manual with the rolling stock maintenance manual. As a difference on the surface layer, the idea of the expression of the headline was seen, and it was found that there were differences in the sentence structure and the example expression in terms of content. In addition, in the analysis of the limited express “Super Ozora No. 3”, it was found that the explanations and figures could induce misrecognition to the reader.

      China’s archives has changed significantly since the publication of the Archives Law in 1987. Some researchers abroad said that archives in China might contain very sensitive information. Therefore, they think the role of archives is not only for document management, but also a national institution which handles personal information from the power side. Thus, I would like to clarify such problems in this research, such as what kind of organization the Chinese archives actually are, and how the Chinese archive administration system is established.

      It is widely known that The National Archives and Records Administration (NARA) holds a large amount of audiovisual materials. When the National Archives was established following the enactment of “An Act to establish a National Archives of the United States Government, and for other purposes (48 Stat. 1122-1124)” in June 1934, various efforts were made for new recording media such as motion picture films and sound recordings. This paper will focus on motion picture films, mainly by analyzing the contents of “the Annual report of the Archivist of the United States”, and discuss the measures taken from the 1930s to the early 1940s.

      There are three characteristics between the U.S. National Archives and motion pictures during this period : Section 7 of the Act legally provided for the accessions of motion pictures ; specialized divisions and personnel were established on the basis of Section 7 ; and various measures for motion pictures were implemented promptly after the establishing of the National Archives.

      These efforts can be shared in Japan, where the enforcement of “Public Records and Archives Management Act” requires document management regardless of the type of recording media. The process of trial and error in the U.S. during this period provides us with a great deal of insight into how to establish an institutional framework for managing and preserving records made up of various media.
