There should be just two archivists with one million yen per year approximately to manage archives at small institutes or universities. Otaru University of Commerce has dealt with old documents, which have been made or taken from 1900s to 1990s, to publish "The history of Otaru University of Commerce 1911-2011", although there have been no archives at the university. In ten years, one, two or three persons, each year, have tried to do documentation all historical materials, and now most of their pictures are open to the public at the website. This experience shows that if a small university wants old papers to be done record or documentation and open to the public, not historians or librarians but archivists need to be employed with small budget.

Even though scenarios are the framework of movies and broadcast programs and the precious media-assets in itself, it has been born to be thrown away on the completion of movies and TV programs. Here I focus on the structure of cultural assets archiving of scenarios, disserting the challenges and future of it. Specifically, by using the following three kinds of preceding theories; the concept of scenario-archiving proposed by Akira BABA, at the University of Tokyo, cultural assets archiving theory by Shunya YOSHIMI, at the University of Tokyo, and the recording life cycle theory by Chiyoko OGAWA, at Documenting Japan International, I will create the new model for the scenario-archiving. Standing on this model, I will take one step further; by introducing the functions and characteristics of motion picture linked scenario search engine which I developed, I will mention the vista for the scenario-archiving.

Article 34 of Public Records and Archives Management Act stipulated that, every municipal government shall endeavor to enact and implement necessary regulations to assure appropriate means to manage, in accordance with the law, records and archives of its possession. After this law was fully implemented on April 1, 2011, every municipal government is obliged to fulfill the obligations under this article. The Workshop was organized by relevant associations and individuals both from private and public sectors to study what a local government Public Records and Archives Management ordinance should be. They discussed important issues to be considered, developed individual articles, and model ordinances those local governments can refer to.
