In order to guide the evacuation of inhabitants in times of disaster, there is an official evacuation announcement. However, it has been found that not all inhabitants actually evacuate when such an order is announced. In order to heighten the effectiveness of the evacuation guidance system, it is necessary to grasp the decision-making mechanism of inhabitants in times of disaster.
In the time of flood disaster, it is expected that inhabitant's decision-making of evacuation behavior is influenced by the situation of the circumferences, such as the state of flooding, the evacuation announcement, and so on. Therefore in this research, we examined how to sharpen evacuation procedures by analyzing inhabitant's decision-making of evacuation behavior in the heavy rainfall disaster in Tokai district.
