    Objectives

      The Japan International Cooperation Agency, Japan Anti-Tuberculosis Association and the Lusaka district health office conducted Community Mobilization for TB/HIV Care Project at three health centres in Lusaka, Zambia from 2012 to 2015. This study describes the assessment of the factors associated with high participation rates of tuberculosis (TB) treatment

    supporters
    (TSs) in patient support activities.

    Methods

      A cross-sectional study was conducted for the evaluation. Information about individual participation to the weekly patient support activities at the health centres between September 2014 and February 2015 was drawn from the health centres’ administrative records. Data were collected between February and March 2015 via a structured questionnaire administered to TSs working at the health centres. Descriptive, univariate and multiple logistic regression analyses were done to identify factors associated with high participation of TSs.

    Results

      For the 74 respondents, the average monthly participation rate between September 2014 and February 2015 was 83.2%. The rate was tended to be over 80% for the TSs who had temporary work or no work, or were housewives, and those who had experience as a group leader. The TSs who did not complete primary education were positively associated with participating over 80% of the time compared to those who had a secondary or higher education.

    Conclusion

      The study provided information on the higher participation of TSs’ activities including their job, education status and leadership experiences. In recruiting TSs, priority should be given to those who have a temporary job or no work, or are housewives. Those who have lower education levels should not be excluded from the

    because they participated more often. Selecting an individual as a leader may facilitate the commitment of the person to the activities. These can be used in
    selection
    criteria of TSs in the similar setting.

    Closed schools are increasing in local municipalities due to the decreasing birth-rate and aging population in Japan. On the other hand, the importance of re-utilization and conversion of closed public facilities including schools has been widely noticed recently. Changing the existing use of public facilities into another or selling for private re-development is the general approach of re-utilization and conversion. This paper focuses on the “art-oriented re-utilization and conversion” (AORC) of closed school facilities to promote rural tourism by reusing them as a gallery or art object instead of deconstructing the existing school facility. This paper picks up two local towns in Niigata Prefecture, Japan which are the venues of Echigo-Tsumari Art Triennale (ETAT). Many closed school facilities have been re-utilized for the ETAT since 2000. This paper analyses the strategy of AORC of closed school facilities in ETAT, clarifies their operation mechanism and evaluates the features and effects of each kind of AORC of closed school facility in ETAT based on case research and analysis. Finally, some implications and recommendations for the future strategy of AORC of closed school facilities are concluded.

    オランウータンは他の大型類人猿と同様に,毎日新しい巣を作る。巣は快適な休息をもたらし,潜在的な危険(捕食,体温の低下,寄生虫などの病原体)を防ぐ一方,巣作り行動は,認知科学の面からも興味深い行動である。野生オランウータンが巣を作る樹種や場所の選好性に関する研究はあるものの,巣作り行動の詳細に関する研究は少ない。本論文では1頭の野生のオトナ雌が,採食と巣作りの為に大量の枝を運搬した事例を報告する。2010年11月,シーナという一頭のオトナ雌(推定15歳)がブナ科のLithocarpus属の一種を採食していた。夕方,シーナは同じ木に巣を作った後,二股にわかれた枝(大量の果実と葉がついていた)を5本以上,肩にかけて巣に戻った。枝についていたLithocarpusの種子を採食した後,シーナは残りの枝を巣材として使った。シーナは同じ行動-大量の枝を運び,採食した後,巣材に使う-をもう1回繰り返し,巣の中で就寝した。これらの行動は30mほど離れた斜面で観察し,高品質の写真とビデオ映像を撮影した(電子資料1として公開)。オランウータンが1~2本の枝を巣作りや採食の為に運搬する事例は,本調査地でも他の調査地でも観察されている。しかしこのように大量の枝を巣作りと採食の為に運搬するという行動は,他の調査地からは今まで報告されていない。一方,本調査地から約11km離れた場所で,オトナ雄の同じような行動(大量の枝を肩にかけて運び,巣材として使う)が2009年より以前に観察されている。以上より,今回観察された行動は,シーナが新しく始めた行動というより,他個体から伝搬した行動だと考えられる。

    People with special needs are at higher risk during a disaster than those without because of delayed disaster evacuation behaviors. Therefore, one of the top priorities in the field of disaster risk reduction is implementing evacuation support for the people with special needs. However, assistance is often limited, especially in areas with declining and aging populations. In addition, past evacuation activities for people with special needs have tended to focus on the barriers they face and assistance they need during evacuation rather than their utilizable capabilities. Therefore, this study considers evacuation drills that utilize the capabilities of people with special needs. An “indoor evacuation drill” was developed and the evacuation behaviors of residents with special needs were analyzed. An indoor evacuation drill is defined as an evacuation activity that participants carry out within their own homes – for example, evacuating from the bedroom to an exit. In coastal areas, such a drill helps residents prepare to evacuate their homes in case of a tsunami, while in mountainous regions, it helps them prepare for evacuation to the upper floors in case of a landslide. The study participants were residents of Hamamachi ward (a coastal area) and Kumai ward (a mountainous area) in Kuroshio town, Kōchi Prefecture, Japan. The results indicate that an indoor evacuation drill conducted in the participants’ living area, such as the entrance or second floor of their home, is easier to implement than usual disaster evacuation drills, and helps people with special needs regain autonomy in disaster risk reduction activities. Moreover, the participation rate of the target population in local evacuation drills increased after participating in the indoor evacuation drills. Existing evacuation drills often overlook people with special needs, and delays in disaster prevention for this population are often associated with their lack of interest in related activities. However, the results of this study suggest that disaster prevention activities themselves sometimes overlook the challenges faced by people with special needs and prevent them from participating.

    In this paper, the full rehabilitation process of a damaged passively controlled building is reported. A hybrid retrofit plan that uses tin-rubber bearings to replace the damaged oil dampers is proposed and tested within the size requirement and cost budget. Structural Identification and nonlinear dynamic analyses have been conducted to verify the effectiveness of the hybrid retrofit plan. After the rehabilitation was completed, the retrofitted building with tin-rubber isolators is proved by a recent earthquake to have a better seismic performance than the original building with oil dampers. Finally, the performance of the damping system will be discussed in this paper based on the performance-based design concepts. The performance level of the energy dissipation devices should be set accordingly based on the building performance level for the seismic rehabilitation design. The safety issues of the structural frame and retrofit procedure after the failure or degradation of the damping devices should be investigated in the future.

    The purpose of this study is to develop a support system for planning human resource allocation of shelter management by modeling the matching between the shelter and the staff on the basis of the set theory approach to enable sufficient days off, reduce long work hours, and consideration for appropriate rotation without causing the mental and physical deterioration of the shelter management staff. Using this matching model, a basic study was conducted to determine the appropriate human resource allocation to manage the shelter with a small number of staff members, free from unbalanced work days. The study results elucidate the relationship between the number of possible consecutive work days and that of required consecutive days off. In addition, the human resource allocations with experience in shelter management and the setting method of days off were modeled and their results are presented in this study.

    Aim: This study aimed to clarify the type of support provided by dispatched public health nurses with experience in providing health activities, within 2 months after a large-scale earthquake in Japan.

    Methods: Semi-structured interviews were conducted with 15 high-career prefectural public health nurses who had experience in providing health care within earthquake disaster areas. Data were analyzed using qualitative content analysis for support activities, as outlined by Maying (2014).

    Results: The analysis included eight categories and 33 subcategories, which consisted of 306 codes. The following categories were found: (1) collection, organization, and reporting of information; (2) sharing of information and facilitating cooperation; (3) supporting leading public health nurses; (4) communicating measures used in past disasters; (5) responding to the situation and feelings of local public health nurses; (6) improvement of work systems to support long-term activities of local public health nurses; (7) improving the environment of shelters and preventing infection; and (8) supporting the mental and physical health of disaster victims.

    Conclusions: Public health nurses in the managerial phase had sufficient experience in handling past disaster health activities. They provided both management support for the activities implemented by local public health nurses and direct support for the victims when they were dispatched to disaster-affected areas. Their efforts were mainly directed at creating an environment in which disaster-related health activities could be implemented appropriately and efficiently.

    Philippine Eagle Pithecophaga jefferyi is regarded as one of the most endangered eagles in the world. Habitat loss and human persecution continue to impact the species adversely. These problems are complicated further by a number of human-induced factors. Yet despite these obstacles, sustained conservation initiatives over the years have began to yield positive results. The current population status of the species and threats are outlined in this report. In situ and ex situ actions associated with the conservation of the species show how these threats are being addressed. Advances made to further our understanding of the species' biology and ecology are also discussed. With continuing success in the captive propagation of the Philippine Eagle, the program is now in the process of initiating reintroductions. This is anticipated to take Philippine wildlife conservation into its next level. Recent developments and plans to strengthen recovery goals for the species are also presented in this paper.

    In 1990 the electorate of the governorate of Marsa Matrouh in the Western Desert of Egypt chose four members of the ruling National Democratic Party as their representatives for the People's Assembly. However, the Bedouin forming the majority of the population explained that these were Bedouin representatives, nominated in the meetings of the tribal chiefs based on the consideration of fairness among the tribal groups in the district. This paper analyses the process of selecting candidates for the national election and its public acceptance. In particular, unusual appearance of strong rival candidates among the Bedouin in 1990 revealed the difference between rhetoric and political reality, given that every candidate claimed to have obtained the unanimous agreement of all the Bedouin before the election and even before the tribal meetings. The institutionalized setting of the national election and the strategic enterprises of the main actors including the candidates are all related to the discourse of“Bedouin democracy”which they advocate as being traditional and legitimate. The political process also serves to strengthen the distinctive social identity of the contemporary Bedouin, as symbolized in the TV images of the representatives appearing in the assembly hall in their traditional Bedouin robes.

    The IEEJ Committee on the History of Electrical Engineering has been conducting oral histories since the late 1990s. On the basis of this, seven electricity-related institutes (including the IEEJ) are now cooperating to promote oral histories. In this paper, the authors give an overview of pertinent activities. The paper includes ways of thinking about oral histories, interview procedures, and advantages and disadvantages of oral histories.

    Recently, risks of natural disasters, such as storms and earthquakes, have increased due to climate change in various regions. In disasters, the supports for persons requiring special care have been out of proportion and retarded which may lead to secondary impairments especially among people with a disability, an intractable disease, or a chronic disease. In this study, as the solution to the problem, we constructed a system for people requiring special care to evacuation and welfare shelters by utilizing the Geographical Information System (GIS), verifying the effectiveness. The system established in this study provided the

    supporters
    with the needs of the evacuees in real-time and made disaster dispatch of Physio Therapists adjustable. The evaluation of its usability through our 2 desk exercises suggested that GIS as a supplementary aid may be useful during disaster rehabilitation support. Moreover, the usefulness of GIS as a means of communication for damage status and safety confirmation was also revealed. However, since the two exercises carried out in this study were desktop exercises, a continuous investigation is necessary.

    Membrane separation technology has been applied for the solid-liquid separation of activated sludge in high-rate denitrification processes employed for the treatment of night soil. It renders the system capable of maintaining high concentration of microorganisms in activated sludge process. A parameter of

    importance in the membrane separation is to maintain the designed flux for discharging the expected daily volume of effluent. Performance of a tubular type polyolefin membrane was evaluated in this study. The test results based on the flux date in the bench scale and pilot plant tests reveal that low-pressure operation was more favourable than the high-pressure operation for separating activated sludge. After extended periods of operation, the membrane was coated with scale composed of calcium carbonate, phosphate and similar materials. Types of coagulants used for coagulating the sludge had an important effect on the flux. Alkaline sodium hypochlorite solution and citric acid were remarkably effective as cleaning chemicals.

    In this study, we analyze existing IT support methods and senior citizens' support needs through a local IT promotion project, e-namokun. We then propose a remote IT support method, e-RemoSupp, to help senior users improve their IT ability and efficiently solve computer- and Internet-related problems under the support of IT volunteer groups by using remote control technology. Starting with a short introduction to the project and early research, we examine e-RemoSupp through a four-month experiment, and then discuss its social issues, technical issues, and essential elements in implementing a successful remote support in cooperation with IT volunteers.

     This paper examined the factors affecting residents' acceptance of the support in terms of “trust” to others based on the action research on support for improvement of temporary houses and environment after the
    Great
    East Japan Earthquake of 2011. We achieved questionnaire and interview research for the residents of temporary houses in Motoyoshi-cho, Kesennuma-city and analyzed how they accepted the supports. The results are as follows they shows that residents depend their decision not only on support based on technological approach but also on social and psychological approach including trust building.
     1. Characters of residents' decision to accept the supports
     Some residents accept the support (countermeasure to hotness and coldness) because they properly understood the problems and technology with their knowledge or experience. However, other many residents couldn't understand them enough and depend their decision on “trust” to others. The former ones recognize “ability” of the
    supporters
    based on skills to archive the improvement. The later ones expect attitude of
    supporters
    as volunteers or students more strongly than ability of
    supporters
    as experts. For the later ones, sympathy to other residents are also important factors facilitating their decision. In addition, some residents more properly understand supports after acceptance of them than before through their continuous involvement to the improvement (ex. maintenance and repair etc.). Furthermore, limitation of resource and ability of
    supporters
    sometimes leads the residents more actively participate to the support.
     2. Relationships of factors affecting acceptance of the supports
     Uncertainty relating to the technology and the support causes residents to feel them load. They have negative effect on residents' acceptance of the support. Other psychological factors as diffidence and hesitance also affect the acceptance. Continuous involvement (ex. works and maintenance and knowledge sharing) in temporary houses seems to be mere temporary relationships. However, trust building to others and technology acquirement sometime advance through the continuous involvement. In that case residents accept the support and achieve countermeasure by themselves with not only individual effort but support from others. In addition, effect of the support for residents are not only direct effect of the countermeasure (solution of coldness and condensation or technology acquirement) but also indirect effect as acquiring opportunity to communicate with volunteers.
    Supporters
    tend to evaluate supports in terms from physical improvement. However, not a few residents regard communication itself as purpose to accept supports.
     3. Consideration on the support methods based on the results
     Firstly, uncertainty relating to the technology and the supports have to be reduced for keeping better precondition to supplying the support. It is efficient for the
    supporters
    to share information and make common recognition and mutual understanding among
    supporters
    and residents. Secondary, it is efficient to introduce more concrete and direct communication such as display of improvement model and explanation meeting for residents when residents have to decide acceptance of the support. “Trust” is important because it is difficult to remove uncertainty completely from the support activities. In order to build trust, roles of non-specialist such as students and volunteers are often important and specialists have to conduct them to achieve technological support appropriately. Thirdly, continuous involvement such as maintenance, communication and follow-up to problems are efficient to pull out more active involvement of residents.

    The Socla Project supports high school students' career learning and uses social media to connect them with college students and working adults. The participants were 56 high school students (28 blended learners and 28 fully online learners) who pursued their own career-related topics such as the meaning of work and transitioning to college while receiving help from college students and working adults through Facebook. This study evaluates the project based on the results of using Facebook, a questionnaire given to the participants, and findings from their semi-structured interviews. Although 42.9% of fully online learners dropped out of the project (as opposed to 7.1% of blended online learners), the fully online learners who completed the project demonstrated higher levels of participation and enthusiasm for learning. Furthermore, the questionnaire indicated that learners’ career-related anxieties were alleviated, and their ability to make decisions about their careers and sense of self-efficacy were enhanced. Furthermore, the interviews suggested that conversations with

    and a survey distributed to the public contributed to the learners’ overall understanding of career-related issues.
