    Hyogo Prefecture established “Special Designated Zoning” on the basis of the amendment of City Planning Law in 2000 which has enabled the flexible operation of the development permission system. This “Special Designated Zoning” of Hyogo Prefecture is making the cooperative use between the development permission system and municipal land-use planning.
    This article reports the general description of the establishment and the applied cases of “Special Designated Zonig” in Hyogo Prefecture.

    The organization formation and the activity by various people concerned are indispensable on the urbanized society, and the consensus building in multi stakeholders becomes the key to regional management. This paper aims to clarify the formation process of the execution system of the soft-projects management by the pertnership of multi stakeholders. As a conclusion, three soft-projects management are executed by the gathering of several shopping street organizations. The points of the achievement are as follows ; (1) the consensus and cooperation between shopping street organizations are established, (2) TMO that bears public interest was established and managed by previous mutual agreement, (3) the execution system that adjusts to the problem and the purpose has been established.

    A construction industry is very important in Japan. But those conditions show a tendency to be bad.
    By the way, the project called Community Type Construction Enterprise is being done in Sapporo City. This project is the activity by the construction industry which made community a theme. The purpose of this paper is a announcing content of a series of this project. Through this project, the profit of the enterprises which participated showed a tendency to be raised, a new type of industry seems to be born. I found out that trust was important, and so on.

    Construction planning is performed usually after the design has been completed. If the construction planning can be performed in the early stages of design, it will be more effective for optimization of the whole process including both design and construction. The author proposes a concept that enables simulation of multiple construction plans in the design phase. The important technology is the construction method template, which describes generic construction method knowledge. The author's system applies multiple templates to a single design in order to estimate, schedule and visualize the project. This report details description of the construction method template.

    This report investigated cultural assets in Nagasaki, Shitsu-Kyuzyoin. I analyzed how processed tea work was performed mainly. As a result, I discovered a new element to appoint modern architecture in cultural assets. As for it, industry and relations with a building were important. I was able to show it as one of the important elements. Processed tea work in Zyusanzyou increases a new viewpoint in historicalness of cultural assets. This is an important report to be able to be said to be discovery of a development.

    This report is the result of investigation of existing lighthouses in southern Sakhalin which were built during the Japanese period (1905∼1945). In southern Sakhalin, ten lighthouses including one beacon light were built during the Japanese period. Seven lighthouses were exist, six of them were in operation. These lighthouses are Lopatina (former Kenushi, 1918), Tonin (former Airo, 1935), Aniva (former Nakashiretoko, 1939), Lamanon (former Chirai, 1940), Slepikovsky (former Konotoro, 1943) and beacon light of the Rock of Danger (former Nijyouiwa, 1926). All of them were constructed by reinforced concrete. Moreover, houses for lighthouse keeper built in Japanese period are used now. We hope that these modern heritages for Japan and Russia will be preserved.

    SUIBARA Torazo shop, built in 1877, has been known as the first ‘Western-Style’ civil architecture in Sapporo. Akihisa ENDO tried to examin this building from an old photograph and historical materials owned by the Archives of Hokkaido. I newly discoverd the general plans of this building at the Archives of Hokkaido and Northern Studies Collection of Hokkaido University Library. I could fine the similarity of details between this building and the buildings built by Kaitakushi or the plates of pattern books published in USA in the 19th century former owned by Kaitakushi, i. e. this building must be designed by the staves, such as Yoshiyuki ADACHI, the chief engineer, of Engineering Department of Kaitakushi. The ‘Western-Style’ architecture, composed of refering pattern books, differs from the ‘Pseudo-Western-Style’ architecture, built by Japanese carpenters who imitate the surferical ‘Western-Style’ architecture.

    The Waseda University team has carried out a conservation work for the layered stone structure on the slope of the Abusir-South hill in 2006 season. The structure was probably erected in the Third Dynasty, which period is known as a time of the realization of stone structure in Ancient Egypt.
    Since weathering of the upper surface of the structure was severe and a large number of the blocks appeared to have been flaking, the upper surface of the structure was covered with not only sand but also a kind of mortar mixed with clay, sand, and slaked lime in order to detain sand accumulation. The mortar was stabilized by hammering.
    It is expected that above conservation work will prevent further deterioration of the layered stone structure for years to come.

    Comprehensive research of war related sites in Okinawa Prefecture was conducted from 1998 to 2006 and comprehensive research of modernization heritage in 2002 and 2003 was conducted by the prefectural board of education.
    According to the result of the research, characteristics of war related sites in Okinawa prefecture are as follows.
    1) Most of the war related sites have circumstances of battles during the Battles of Okinawa
    2) Most of the war related sites are underground structures and structures on the ground are limited because of the destruction by ground battles.

    In Osaka City University, Graphic Science Education has been located as design language education constructed by knowledge and technique which facilitate intelligible communication making good use of diagrams. However, the effect of light flow is not sufficiently considered comparing to shape factor though light flow also give great effect to the works. Author believes that consideration of light flow is highly significant because the same shapes can give different impression with different lighting environment. Accordingly author introduced the assignment which design lighting equipment making use of CSG model. In this paper, consistency between the class with lighting equipment design and the past class, submitted works and evaluation of the assignment by students themselves are explained. Finally, the result of text data analysis for submitted works are described to show the impact of the works. Total byte of each submitted works and result of keywords search were examined to evaluate the impact. From these analysis, author conclude that lighting equipment design could raise the incentive to construct works of CSG model and the effect of the assignment also influenced the final works which were submitted after lighting equipment design assignment.

    Web based e-learning system is developed for the education of structural dynamics for University students and for the dissemination of disaster prevention for the society people. This system shows the dynamic response of the 2-dofs lumped mass system. It is possible to easily make a virtual experiment on a web browser. User can produce the seismic ground motion by dragging the ground with the mouse right and left on the browser. The ground can also be shaken by the observed earthquake wave in the database. User can freely make an experiment using various variables. The students easily understand the dynamic phenomena of structure through the combination of formulation, graph, and the experiments using this software.

    A new type of interactive interface is developed for e-learning system of disaster mitigation activities. The system can understand natural language communication by use of the knowledge base on earthquake disaster mitigation. The originally developed knowledge base is implementing knowledge structure and scenario flow, and is able to navigate e-learning system. By use of this interface, smooth and arranged access for the large amount of web contents is developed, and it is effective for every user for their easy comprehension about the importance of disaster mitigation.
