This paper clarifies the formation trend of mid-to-high-rise multi-family residential building clusters in commercial areas in Tokyo by designating areas with a density of 4 or more residential buildings/ha. The results show that the total area of the clusters in commercial districts is increasing. They are expanding along arterial roads and the west bank of the Sumida River in the wards of Tokyo, and in front of railway stations and at the outer edges of commercial areas in the suburban cities. In areas where the clusters are expanding, it is desirable to consider medium- to long-term measures, including rezoning.
