In many cases, each function of a irrigation system is discussed individually heretofore. However, if we changed parameters of the works position and water velocity, not only irrigation usage using but also other functions were changed. Therefore, it becomes importance to evaluate each function simultaneously. So in this research , at first We make the GIS database of irrigation canal system, secondary make diagnonise figure to recognise qualitive charactor ,thirdly make the evaluation of the qualitative analysis of each function This evaluation methods is effective to decide system function including regional residents.
