Currently, Microlet is the main public transportation in Dili, Timor-Leste, and faces critical issues such as poor-quality services and dissatisfaction among passengers. Introducing a new high-quality bus service appears to be a vital solution to address the problems and also to create a high-quality urban transportation system. To understand the current service quality of Microlet and investigate the effect of new, high-quality bus service on the mode choice behavior of passengers, a household interview survey was conducted to obtain the revealed (RP) and stated preference (SP). The combined RP/SP discrete choice models were estimated for travel mode choice. The results indicated that people have a high intention to use a new high-quality bus service. However, it was observed that the intention decreases from 90% to around 30% when the fare increases from 0.25 USD to 1 USD.
