This paper examines which type of private universities accept international students by a multi-regression analysis using data of 150 private universities located in the greater Tokyo area. The results show that universities which are transformed from junior college, or located in a local district, with a shortage of enrollment tend to accept more international students to fill the enrollment capacity. On the other hand, factors related to globalization such as the number of an agreement with overseas universities or number of international teachers do not affect international student ratio at all. The Plan for 300,000 international students by the government might be abused for universities with an under-enrollment just to fill their enrollment capacity. Based on this finding, some measures to ensure the quality of higher education was suggested from the viewpoint of USR.
