In Vehicular Ad hoc Networks (VANETs), a brand new security issue is that the semi-trust Road Side Units (RSUs) may be compromised. In this paper, we propose a Threshold ElGamal system based key management scheme (KM) for safeguarding VANET from the compromised RSU and their collusion with the malicious vehicles if any. We analyze message packet loss rate for security performance demonstration. Overhead analysis is given from two kind application scenarios: Emergency Braking Notification (EBN) and Decentralized Floating Car Data (DFCD).
