Our lab is developing a tsunami warning system. We need realize sea wave measurement. Sea wave extraction is fundamental and difficult part for sea wave measurement because of long distance sea wave image’s ununiform luminance, we cannot extract sea wave out by signal threshold. Otsu is an automatic threshold acquisition algorithm. In this paper, we divide the original image into many small parts to ensure uniform luminance, calculating each part's threshold with Otsu algorithm. we define a judgment function to eliminate rectangle edges caused by block Otsu algorithm, We also add a noise suppression parameter to remove noise.
