This paper presents an overview of the intermediate level on-demand learning material “Kokokara” that is currently under development, and reports on how the ARCS model is applied to motivate learning in the Moodle environment. For example, we report on learning navigation videos focusing on “Attention” and “Relevance” of the ARCS model, as well as innovations on “Confidence” and “Satisfaction” in the listening comprehension contents. In the future, we will test the material as an on-demand course and verify its effectiveness in terms of learning outcomes and motivation.
